Game doesnt save and use server settings

Hello
I have a big problem.
Server is not using settings i've set. Its totally ignoring it. I have to put every single command in console in game to set each propety.
Any way to fix it?

Set them inside garrysmod/cfg/server.cfg

You can change them via the ULX menu or rcon but they won't save upon reload, to do this change the settings in the server.cfg file.
