Low fps on server(any server, doesnt matter the gamemode or amount of people)

for some reason i only get 20 or less frames on any server if i host it any noone is in on any gamemode or if i join a sever no matter the gamemode 20 or less fps but when i play on singleplayer i get way more frames can anyone help me with this

just got this computer hoping it was better than my last laptop but it runs all source games way worse but others a lot better

but you see if i play singleplayer i get 60+70 frames is alot of gamemodes but in a server with 0 people in it I get 20 or less frames

wait theres one source game i can run but i dont understand why but i get 120+ frames in Half-Life 2
