1. You would need an admin mod that supports it or a custom addon that allows you to view it.
For admin mods, either Evolve or ULX may offer this.
2. Falco's Prop Protection. Be warned though, if you are using Advanced Duplicator, limiting spawning will break this.
3. There's no way to just list all the tools. You could download a tool search addon though and be able to search them.
