Dedicated server, blacklisting will not work? (how to blacklist tools?)

I am having trouble blacklisting items in my GMOD server. This is a dedicated server but the FPP admin blacklist doesn't black list certain items like TF2, also it is a very tedious and annoying task to do sadly and I can't find anyone with a custom blacklist out there so I'm lost x.x Also, how do I go about blacklisting tools? Sorry for the nooby questions but I just cannot find anything on this x.x
