Server unjoinable: Getting list from "workshop.vdf" Couldn't open file.

So I recently updated and restarted my server, but upon restart, it suddenly gave me:

What does that mean, and how do I fix it?
Is it read only?
Wait, first of all, where is workshop.vdf, even?
On my computer, I have a folder called workshop, but that's it, no workshop.vdf
And on the server, there isn't even a folder called that, unless it's elsewhere.
Edit: Oh and about my addons, I decompile all of them, I never use the .gma's , I just send the folders to the addons folder, and it worked like a charm so far. So it seems the server is trying to find workshop.vdf when it doesn't even need to, because I don't use it, which it fails to do, since it's not even there...

Hi, I've been trying to do the same thing with no avail -- I take the .gma's from my Garry's Mod folder on my computer and decompress them to my server into my addons folder. I am running Debian Linux, although I decompress the files in a Windows VM. Do I have to edit the "addons.txt" that's in my addons folder? Do I have to rename the info.txt in the folder for the addon I'm trying to install to addons.txt?
Please help, I really want to avoid the workshop. Your help would be extremely appreciated.

When decompressing you'll have to change the 'info.txt' to 'addon.txt'. Don't change anything in the addons.txt.
