I am not sure, i hear that this is a common problem within servers. For some reason when someone joins my server and gets killed they respawn with absolutely no weapons at all(Phys gun, keys etc)
I looked around on Google but no luck with that so now i come here to the community for help, So if anyone knows what could be causing this please help me out. Thanks

It's not ulx, though it could be some plugin for ULX like URS or some paid shit. Could you list your Addons?
Additionally to troubleshoot you could disable all your addons and then re-enabling one by one (with restarts) to find the cause.

You have FPP as a separate addon?(not that it's relevant).
None of those should be conflicting. Try making a new folder in your Addons and move everything but ULX, ULib and DarkRPModification into it (will disable them). Restart and check if it's still an issue.
Try temporarily removing ATM. I assume that it has an ATM card? If so, it might be trying to give it to you on spawn but obviously something wrong happens.
Also adding fpp to your addons is redundant because darkrp comes with it by default.
iv had this issue before when a custom check on a job lua error-ed because the addon it relys on didnt load check for lua error when you first spawn
