Menu isn't working when I press Q

Hello, something is going on. When I created my own server or just go to single-player, the Gmod editor menu will not show up, but when I join other peoples servers
It shows up again.

I disabled and removed my addons, and it still happens.

Is there anyway to fix it without uninstalling?

That sounds like a reinstall garrysmod problem.
Lua is a very 'sensitive' language and one small bug can bring
separate references to their knees.

Eh? You said you removed the addons, yet the errors are because of ADDONS? Does not compute. You musn't have removed them all. You need to remove the evil_apartment addon
