FAdmin Set Access When not on server?

There was a guy that i made a admin but he never comes on and i dont know how to demote him to user, without him being on the server

Something like this in console:
[QUOTE]FAdmin setuser [steamid] user
[/QUOTE]
Not near computer.
Also, scratch the FAdmin.
