Hi,
GMod keeps crashing during the "initialising game data" section of the loading screen. I have no games mounted (though I did have TF2, CSS and HL2 before) and I have reinstalled several times, both through removing the folder, then the folder again and the .GCF and through Steam. It happens with any maps and I've no workshop items I'm subscribed to.
Specs:
Operating System: Windows 8 64 Bit
RAM: 4GB DDR3
Graphics Card: Radeon HD4850 (Running 13.1 Driver)

Most recent crash dump (no content mounted, running DX8.1):

Your specs are slightly lower than what I recommend, but have you tried;
1) Validating game files?
2) Re-Installing garrysmod?
The game worked before I formatted a few weeks ago. Back then I was running Windows 7 64 bit, same specs but possibly previous driver. I've reinstalled in all sorts of ways, including removing the folder and starting the game again (So it's no addons) and reinstalling through Steam, but nothing.

I'm willing to bet you don't have the DirectX framework then...

Any ideas where to get it? I've played other source games like TF2, Synergy (HL2 campaign) and Dota 2 and I haven't had any issues.

Don't worry about it then.
Im still trying to find this file that your dump is mentioning:
0 ntdll.dll + 0x301ac
I can't seem to find it anywhere...

To try and fix it I tried various launch parameters such as "-dxlevel 81", "-dxlevel 85" if that has anything to do with it.
EDIT:
Found that file: "C:\Windows\System32\ntdll.dll"
FUUUCCCKKKK dude, that's the native code DLL interpreter for your OS crashing right there.
Ninja'd. Yeah I had to do a google search for that one. Goddamn man...
Oh? How do I fix this? :V
EDIT:
Something tells me I'm gonna need to find that Windows 7 again..
Oh? How do I fix this? :V
That's OS level shit right there... way beyond me. I don't wanna point fingers when I'm just spitballin, but from what it SEEMS, somethings wrong with the OS. But on the other hand, Just because it is crashing there, doesn't mean that the OS is at fault. Could be the modules being loaded that are throwing an exception.
I'm not gonna sit here and pretend I know what I'm talkin' about here. I don't.
One sign of hope though, I'm running the same OS as you, so I know its compatible with Windows 8.

Wait... Windows 7? Your OP stated Windows 8
I am running Windows 8, but if I can't get it working then I might just go back to Windows 7 (again, lack of drivers before)
EDIT:
I don't get why other source games run fine. How much different is GMod to TF2 low level?
EDIT:
I should also add that I've read a few thread with people having the same issue but then those people must have been abducted by aliens because you never hear from them again
Well what drivers are you missing exactly? Not that I honestly think that this is the issue here... (Worded badly. Read: I dont think this is the issue.)
None as far as I know.
Quick question.... Why are you running at DXlevel 8 instead of 9+? I completely overlooked that portion of the OP.
Oh, a friend suggested it as a possible fix. Now that I look at it, it automatically runs 9.0 on hardware unless forced otherwise. We tried 8.1 and 8.5 and I just tried 9.0 there and none have worked.
