Hi,
I'm really interested in creating some custom vehicle skins for my Garry's Mod server (perp). I want to create some Metropolitan Police skins.
I was wondering if anybody could point me to some tutorials, or give me some tips how I could get started?

Just use Photoshop or some other editing program to make .vtfs.
