I set the sv_downloadurl correctly and all cvars correctly as the all tutorials say, but it is IMPOSSIBLE,
all the time that I enter on the server and my friends the download starts and
[B]DOWNLOAD THE SAME FILES ALL THE TIME -.-[/B]
Can anyone help me please? I RLY NEED IT!

FastDL is broken for compressed files right now but is fixed for the next update
is this you server or someone elses? Like B98 said. FastDL is broken right now. You can either wait for it to be fixed in the next release or if it is your server then add the uncompressed files to fastdl.
