Delete the net_maxfilesizs line and set sv_download/upload to 0. As for your ping issues, it's probably due to your location/upload speed and not your server.cfg.

sv_mincmdrate "20000"
sv_maxcmdrate "100000"

minrate should be anywhere from 10-30
maxrate would be your server tickrate, if you want to allow that.
This is the same for update rate.

I would suggest sv_minrate "15000" to accomodate players with bad connections
