Need assistance setting up a PERP 3 server (refreshing SMFID error)

I have been having allot of problem setting up my PERP 3 server. Mainly this refreshing SMFID error. Help would be appreciated.

With PERP, you require to have a SMFID-system forum, there is a way removing this, but if honestly if you don't know what you're doing, I wouldn't even try with PERP.

I have people working with me that know what their doing. We just need some direction on how to do certain things. Actually I have a databse and all that set up so really all I have to do is link it to PERP, which I know my friend knows how to do but id like to learn for myself for future references.
