How do servers get 'symbols' or 'emoticons' onto a server name?!

I have been trying to get symbols onto a server name for a while now. [URL="http://cache1.www.gametracker.com/server_info/185.38.149.87:27035/"]Example[/URL] I am using TCADMIN and have been editing this file: server.cfg ..in the actual TCADMIN text editor. Whenever I save and re-enter the text editor a abundance of '?' appear in the places of the emoticons or symbols etc. Does anyone know how people get their server names to have these symbols in it?
