My graphics card is an Intel HD Integrated running at 1366x768 resolution (native) with a 16:9 aspect ratio, if that helps :)
I don't think it's this problem but is very similar: http://www.facepunch.com/threads/1166135
I experience this at times, I usually change shading quality to fix it. It might be some sort of update that the Source Engine had experienced. I remember this because Valve had an update sale (When Tf2 was free)

You can try updating your Windows machine, all of the graphics stuff.
Your graphic card drivers might be outdated. Keeping your driving card updates up-to-date is necessary to get the latest bugfixes and performance updates. You could also try running the latest windows updates.
