Eh, in this case you'll want to contact steam, definitely.
Its extremely rare for this to happen and their support is generally really slow, so you might want to try and research anyone having similar issues online and see if they solved it.
That will generally lead you to fixing it far before steam support even acknowledge your support ticket.
