Garry's Mod refuses to download all of my subscribed items.

Not sure why this is happening, but as of recently gmod only downloads about 50 of the items. For example, when I was subscribed to 147 items, it only downloaded 52. I recently unsubscribed and resubscribed to only 97 of those mods, and now it only downloads 46 of them. I can force it to download a mod by unsubscribing and resubscribing to it in one session, but the downloaded mod seems to be extremely buggy. This only started happening recently.
