Before you post, this is not the normal "server is not responding" error. I've been trying to join this server recently, but the server is always not responding to me. However, to my friend, he is currently on the server. So it is obviously still up and running, and it's not a problem for everyone.

Notice it says "Join Game," which means he's in the server... so it is working for everyone else apparently. Please help... I can't figure out any other way to fix this problem.
Try going in game and doing connect ipandporthere in console. Steam is funny when it does game info/servers.
Could either by your firewall/router/isp or more unlikely, but feasable is it's the servers firewall.
We issue a firewall on some of our servers that block certain source ports to reduce incoming traffic from abusive sources. This means some players can't join our server, however a reboot of there PC normally fixes it. But this issue is unlikely.
Happened to me & my brother before.
I restarted my router, and it worked again.
Other posts have possible solutions, but since the server is likely running, go into console and type "connect 50.31.23.193". If you can't connect like that, restart router and computer.
