So i received the update for both gmod12 and gmod13 and gmod12 is working just fine but I'm having the same exact problem with gmod13 as i had yesterday.
So obviously gmod13 isn't fixed, or atleast not for everyone.
EDIT: Looked around and it seems like garry is aware of this and will be fixing it on monday so no beta for the weekend.
Currently the new update is released with 30mb size. i think this one should fix it.
