Hi, i have ULX installes in my server and it worked fine untill some dipshit Superadmin fucked with them so i accidentally deleted super admin and the group "owner" has no acess and iv'e restarted the server and installed ULX again and nothing worked, now the tab menu works fine but i can't do any like !hp * 100 or stuff like that.
Is the server dedicated? Listen? Etc.

Yes, the problem is like i stated that i deleted the highest rank.
What is the second highest rank? Make that be able to add groups and add users to groups temporarily to restore the highest rank in your server. If you are a user or you are not high enough to edit, you will have to use your srcds.exe

Delete garrysmod/data/ulib/groups.txt
and then re-install ulx

you could try through rcon
ulx groupallow owner "ulx groupallow"

How do I delete garrysmod/data/ulib/groups.txt like where do I find garrysmod
For 32-bit windows:
C:\Program Files\Steam\steamapps\common\GarrysMod\garrysmod\data\ulib
For 64-bit windows:
C:\Program Files (x86)\Steam\steamapps\common\GarrysMod\garrysmod\data\ulib
Just create another superadmin rank and make it inherit from admin.
Since ulx access is set to a rank named 'superadmin' it should fix everything
