So, I have been having this problem not able to see sprays for a while and tried about everything on other places to try to fix it. If anyone can help please do I need to fix this. I even reset my computer to factory settings so I don't know now.

The server I play on has Sprays enabled
Most servers have Sprays disabled due to exploits.
Suggest to those servers that they try [url=http://steamcommunity.com/sharedfiles/filedetails/?id=394091909]my workshop addon[/url] as a safe replacement for sprays.

As to your own personal copy of the game, I don't know if the multiplayer settings tab option 'allow all files from servers' will help or not, but it comes to mind.
The server must have both of the following enabled. (Set to 1)
sv_allowdownload
sv_allowupload
But isn't really suggested because they are known to be exploited.
Is there any way to save the convars for choosing the spray in the addon after they've been assigned?
I've also disabled the one's mentioned. I'm glad I found this thread.

garrysmod automatically saves client convars as long as you quit the game properly instead of using altF4 or crashing
