You CAN'T launch GMod 13 Beta anymore... What other programs do you have open when you got the error?
Have you tried... -Reinstalling GMod? -Defragging GMod? -Reinstalling Steam? -Rebooting Computer? -Deleting 'Garrysmod' folder?

Then there's nothing we can do for you. It's saying that the registry is being used by another process... are you sure you don't have any conflicting background programs open or any other games?

Did you try restarting steam? I used to get this error, restarting steam fixed it temporarily. And as samg said, If you want help then we give you some, Don't be a dick and decline it...At least try something first and see if it works, Otherwise what was your point of making a support thread?
to fix this you have to remove all files except steamapps steam.exe then restart then run steam.exe but not from a shortcut
