Client can't download maps from server, workshop redownloads on launch

Hello, a client is having a hard time connecting to our server. First of all, he is getting the "Map Missing" error on almost every map. Items from the Workshop won't download properly either.

We've tried to wipe his Garry's Mod install and have him verify his game cache without success. Custom files are allowed from the server. Does anyone have a solution to the problem?

Has he downloaded those maps? Its a simple solution, he probably has if not I'll see what else could be wrong.
