When playing on my server with 12 or more players, my fps starts going up and down. But my computer is pretty good so i doubt it would be my computers problem.
Also does more addon on your server mean more lag?
Im talking about addons like adding guns from m9k having them manually downloading it from fastdl instead of subscribing from the m9k workshop.

Ok. If you are shooting guns like M9K they have a shit ton of smoke effects that fly out and lag the hell out of everything, I had this happen on a server I once worked on. I would code to remove those. Also, post your pc specs.
It could also be errors. Check your console and the server console and see if they are being spammed by errors.
When the lagging occurs, type "net_graph 1" (could also be 2 or 3) in the console. This should bring up a red/green/yellow/blue graph. It'll show what is taking the most resources.
Take a screenshot of this and post it here.

Im running a ttt server and so the smoke effects and all of those custom effects, i have removed. So its just like a regular weapon but just model differently.
My pc spec are
i5 2500
asus geforce gtx 560ti dc ii top oced to 1000 mhz
adata 8gb ram
corsair hx 750 <- overkill
gigabyte z68ap-d3

Could you try playing a bit and see if the red spikes appear when you lag?

Yes, when the red spikes appear, my fps go crazy
