Can't access addons anymore after steam reformatted gmod

By addons, I mean addons that I didn't get off steam workshop.
I am using legacy, and I've got the addons in the addon folder of the main directory, with an addon.txt in the folders of all the addons, and they are just not showing up.
I don't know if I'm doing something wrong but It was working perfectly and now its broken.

Never mind, the garrysmod folder was moved to common now.
