CSS Steam pipe issue

Okay quick to say, css will download everything but the cstrike folder(if that is still there with steampipie) or any vpk files. I have tried with both anonymous and my steam login with no luck, I was wondering if anyone has had the same issue but with success?

It's 232330. I think 240 works too but I don't use that one.
