People play Garry's Mod at different resolutions. Your loading screen should be a HTML page and should ideally cater for every possible screen resolution over 800x600 pixels.
There is no set size for a loading screen in Garry's Mod.
Indeed. If your screen or resolution is smaller than the loadingscreen it wont show all of it ingame. You could basically use your browser as comparison if you hit F11
