Alright, I've spent about 5 hours looking around for a solution for this without one. O_o
To begin.
I have recently started a Gmod Dedi Server. I had no problems with installation and so on, once I figured out how to use steam pipe. I found out how to use workshop to install the addons from my collection on steam and they're all on the server. Now, I need to figure out how to have my addons be forced on to my clients when they join the server. This includes Maps and so on.
(I hate steam workshop!)

Make a random any name .lua file in lua>autorun>server
resource.AddWorkshop(ITEM ID HERE)
forces client to download it auto when join
If you're using workshop DL, then you don't need a webserver. That's only for FastDL.
