I screwed around with ULX a bit and i don't know what i did here -_-. If anyone can please help me i'd really appreciate it.

The easiest way to fix is to run 'ulx resettodefaults' on your SERVER console-- This will reset all ULX configurations (groups, users, admins, etc.) to their defaults. (Alternately, you *should* just be able to delete your /garrysmod/data/ulib/groups.txt, then restart your server.)
If you don't want to be that drastic, then I'd recommend adding yourself to superadmin, then run the following commands on your SERVER console or RCON:
ulx groupallow superadmin "xgui managegroups"
ulx groupallow superadmin "ulx groupallow"
Those two commands should give you access to the XGUI groups menu, where you go back and give yourself access to all of the other things you missed.
