How to disable the server's ability to download addons...?

I started a gmod server and I'm hosting it off of a ubuntu linux VPS. The download is too slow... Is there anyway to make it faster than 20kb/s or just all around cancel the download process? I want users to just join and be able to play without any pesky downloads other than the map. Because it literally takes people like 3 hours to join the server.

If you don't have workshop or FastDL setup, it shouldn't download.

Someone said after the 1,500 accounts were banned Garry implemented something that made it so it does it from now on.

If it isn't set up with workshop or FastDL, then what files are being sent?
