• Workshop downloads (On steam downloads page) stuck?

On my steam downloads page, one of the things that needs updating is "Garry's Mod Workshop Content". It used to be it's own different looking section at the bottom, but now it looks like one of the game updates. (if that makes sense) It doesn't download anything, and it sits at 0 bytes out of 0 bytes. It says no time remaining, and the net graph at the top shows no activity, except the green "hardrive" bar at the top inches along at 0kb/s. When I try to pause it, it just says "Stopping" and continues. It's annoying because often steam won't log out because it says Garry's Mod is still downloading. Help?

Workshop says that it is "Stopping", but I digress. My Task Manager shows that Steam is using enough of my network to still be downloading. I'm unable to play anything online due to the lag that this "bug" won't stop causing. I can take a screenshot, if needed. I've come here since I don't see any replies to this anywhere else.
It's not stuck, it's downloading all your installed addons. The problem is that Steam is just doesn't show the size or download speed.
