Dedicated Server error

OS : Windows 8

I have a little problem with my server.

I use this :

srcds.exe -console -authkey 0XXXXXXXXXXXXXXXXXXXXXXXX -game garrysmod +gamemode sandbox +map gm_flatgrass +maxplayers 24 +host_workshop_collection 267273760

Why i have IP Unknown (Just after the Adding) ?

I try to use +ip MYIP but when i use this , i can't connect to my server...

Why i have : "Logging into anonymous gameserver account."

I can't download addon from steam workshop,

The error :

Calling GetCollectionsDetails

Error - Retrying...

I try :

- Update with steamcmd ( Already updated ! ) ----------------------------------- ERROR!

- Change my authkey ( 3 times ) ------------------------------------------------ ERROR!

- Delete my collection and make a new ( 4 times ) ------------------------------- ERROR!

- Use collection of other (Same error ) ------------------------------------------ ERROR!

- Check if my collection is public ( It's public ! ) --------------------------------- ERROR!

- Try use Gmad for add addon ( Can't see ingame the addon :( ) ---------------- ERROR!

- Check if the addon > 75 mb ( Try with only one addon who look like > 20 mb ) -- ERROR!

- Test with only one addon popular in workshop ( Same Error ) ------------------- ERROR!

- Launch as admin ( Same Error ) ----------------------------------------------- ERROR!

If someone has a solution, it may be convenient
