There's a config for it.
config.lua (I think?) and there is a section regarding the web URL for the f1 tab. However, I submitted a report ages ago on darkrp github mentioning there isn't a way to change the title, meaning I couldn't change it from saying WIKI to whatever I wanted, not sure if that's added or not, haven't played Gmod in a while.
