Is it possible to set up an PhP/HTML or JavaScript for a dedicated server?

Sorry, what are you trying to set up? A web server? I'm asking because you're asking about web-related stuff in the Garry's Mod section.

Yes, you can set up a website on a dedicated server. No, you can't set up a website on a Gmod server.
Look for WAMP if you're on Windows. A website has nothing to do with Gmod at all.

If you just want a loading screen, host a html file somewhere, doesn't really matter where.

That [i]is[/i] an HTML loading screen. You need a web server capable of parsing PHP files in order to have a PHP loading screen. If you don't have a dedicated server then you need a web host to host a loading screen with a PHP file.

Wow thanks guys! but I'm not using a server hosting site; it's using STEAMCMD.

Anyways, I don't really the host site or anything like that. (I kinda gave up on the idea and i'm going to stick with my original loading screen sense i don't go on Gmods as much any more)
