Gmod won't recognize addons for textures

I'm very new to Gmod. I tried to find help elsewhere to begin with, but it wasnt panning out.

You can't play Gmod without data from certain other games (TF2, CS:S, etc.) without tons of errors and bad collisions. You probably know that already. There is a site where you can get texture and model files organized in the form of an addon that works for a lot of people. (REDACTED). It is legal, since it is just files and not a playable game in itself. I downloaded the files from MEGA, extracted them, and put them in garrysmod/addons. I've done this with textures from CSS and HL2 EP2. I've done it correctly, according to what works for seemingly everyone else, and Gmod does not recognize them or use them. My other addons do work, since I do have the Murder addon working. Does anyone know what the problem might be? I tried to cover as much detail as possible, let me know if you need other info.
