Server is lagging...

Hey guys... I have a darkrp Garrys Mod server.
My server is lagging hardly with 18 players and not much addons.
This is my processor:
AMD Opteron™, 8 Cores, 8x 2.3 GHz

Can someone help me or tell me why its lagging so hard?

There are too many factors involved to calculate what the problem could be.

Also, that CPU is terrible for running SRCDS.
