I've edit ulx_motd.txt but it's show only when i joined to the server in window.
I need for it's show when player connecting/downloading files.

If your MOTD is just the contents on ulx_motd.txt, then you need to look at getting a (free) webhost to put your loading page on. [url]http://www.000webhost.com/[/url] seems to be a recommended one.
