Strange shadows on ragdolls and low quality grainy shadows.

I've been trying to fix these shadows for almost 2 weeks now, and I have had no luck.

I've tried an unholy amount of console commands to fix it, no luck.

I've tried changing my DX level, no luck.

I've reinstalled the game TWICE, no luck.

Apparently i'm the only one having this problem, and I REALLY need it fixed.

I'll do any recommendation I get at this point.

I'm assuming you're not stupid and tried this already, but there is a shadow quality in the advanced settings under the video tab.
