Dowloading server files then Not Responding

Hello, I'm KieraN

I've recently ran into an issue where I join a server "MethRP" and I start downloading then it stops at "Downloading Sound/WCDbtn2.mp3.bz2" (No Clue what it is) then I pre-opened my task manager to see if it crash and it does, it says "Not Responding".
So I tried verifying game cache, reinstalling, starting single player then multiplayer, wiped my PC to new windows 10, uninstalling all the addons didn't work either, launch options, I've tried EVERYTHING to fix this it's impossible for me to solve so I've
came for more professional help.

AMD 8350 8 core,
8 GB of ram,
Nvidia GTX 770,
Samsung 850 EVO SSD,
HDD 4TB,
