How to permanently noclip and godmode being on???

Whenever I reset my server I always have to turn off noclip and godmode for everyone.

Is there a file location in the server to turn this off through ULX so it stays off even after a server reset???

Do you mean they can use the ULX command?
If so just remove their permission.

If you mean they start with godome and noclip, put
sbox_godmode 0
sbox_noclip 0
