i just installed ulx and when i want to manage permissions it says:"has access to:" and then it's blank please help me

No errors on startup or when trying to set permissions? Where does it say 'has access to'? In the console?
I would suggest removing the data files in your server data folder ( backup if wanted ) and then re-install ulx see what happens.

If not, install a new gmod server, stick just ulx on and see if it works, if it does, then either somethings screwed on the server, or an addon is clashing.
