Need more information.
What have you done to create a server? Have you downloaded SteamCMD - what commands did you run to install the server. What bat/sh script are you using to start the server? What errors are you getting when the server starts up, or is it not starting up at all?
If you put pause at the end of your bat script ( if windows ), does it output an error? Without pause if it errors it'll just open and close instantly.
