I would like to know if there is a way to set the max amount of decals, like blood, explosions, bullet holes, etc if there is a way. Any help?
mp_decals, decals, r_decals, I don't remember the exact convar, just do "find decals" in console and change those convars to whatever number you need. Note, they will only affect you.
Would doing mp_decals or r_decals in the server.cfg or something similar make it affect everyone?
No. Maybe mp_decals would, but I am pretty sure it wont. Why do you need this?

I just wanted to raise the decal limit so other people could see more if they wanted to.

It's up to them to change their graphical settings.
