Missing Materials (NOT missing textures - don't be fooled)

The title may fool you, but I am NOT posting about 'missing textures'. There are no purple/black squares and I'm not going to squeak about those.

I am, however *collective moan* going to squeak about my missing materials. To put it simply, I have no materials. For example, if I take the toolgun and use it to colour a plate prop yellow - that's all fine. However, if I use the toolgun or anything else to try and make the plate prop a material - such as the stain glass windows - I can't see it. This happens on multiplayer and singleplayer, and on multiplayer my friends can see the materials. I have CS:S, CS:GO, HL2-EP1 & EP-2, Portal 2 - basically a tonne of valve shit, but what do I need to do? I have tried uninstalling all my addons, with no success, and then uninstalling my game and deleting its root directory. I then downloaded gMod again and was still missing these materials.

So, I'm assuming I need to go into properties when I launch gMod and fiddle around there? What exactly do I put into the mini command line?
