Listen Server Help [TTT FastDL]

I've been messing around with my listen server for a while, port forwarding and such.
And my some of my friends have noticed that the download times for some addons takes a while, is it possible to somehow enable FASTDL with the downloadurl code on a listen server?

(Yes, I know listen servers are crap and slow, but I use it to play with some friends and let some random players join, it is on listen because I really don't have the equipment to keep a dedicated one working.)

That's WorkshopDL, not FastDL.
