I noticed on the Garry's Mod website the last changelog is for 14.07.11, but the latest version is 14.07.13. Is there any difference between the two besides the number?
That's just Garry being Garry, most likely just a typo since that update was released 14/7/14.
There were minor bug fixes.

Garry has nothing to do with this, these small updates were hotfixes.

Kilburn does. There was one from garry when the cough virus was around.
