So I have added some sounds to my Public Dropbox folder and copied the link for the FDL, it shows they download when joining. But they don't play in-game?

You can't use Dropbox as a FastDL. You need an real Webhost.
It tries to download them, but it fail. Check your console, there should be errors.

No Problem. Just look for some webspace. a few okay ones are things like bplaced.net, but i would suggest using your own insteed or pay the 1-2 pounds a month for an real one.
