Unable to use SteamCMD to download dedicated server. Fails every time

Title. Despite following both [URL="https://developer.valvesoftware.com/wiki/SteamCMD"]Valve's offical guide to SteamCMD[/URL] and the [URL="https://wiki.garrysmod.com/page/Hosting_A_Dedicated_Server"]Gmod wiki's guide[/URL].

I get this error EVERY time. I've logged in both anonymously and through my own steam account. Neither works. I can't seem to find any google help on this that doesn't just say "login anonymously"

I'm just trying to host a casual server for myself and a few friends, nothing fancy.

It looks like Valve messed up and removed almost every app from the anonymous dedicated servers package.
