Murder ULX commands. '!murder' command not working for Moderators.

Okay. I run a Murder server and my Moderators have a hard time Moderating when they cant use the !murder command. I've given them access to the command yet they are still unable to use it. There are no errors but I'm thinking it has something to do with the fact that moderators aren't Admins.
