Alright, I've tried to help my brother earlier to fix the problems he got with Garrys Mod, I've tried everything but doesn't seem to work. Here's a screenshot, if someone had this problem before tell me what you've done to fix it, thanks a lot!

What is your video card?
99.9% sure your video card is total crap.
What's your budget? You're gonna need a new GPU. Intel has a bad time with Orange Box based games like Gmod and others alike.
Depends, This can't be fixed without spending any money? A cheapest GPU would be nice.
Absolutely can't be fixed.
If all he's doing is just Garry's mod.
Spend a good 40 quid
http://uk.pcpartpicker.com/part/xfx-video-card-r7240aclf2 this will do it a proper job
but if he plays more then just garrys mod and he actually plays some other graphics intense games like Skyrim and that alike
you'll probably want something like this
http://uk.pcpartpicker.com/part/palit-video-card-ne5x75ts13411073f but then you're spending a hundred quid
40 quid gets your brother something that can run source games well enough
but a hundy gets your brother something that can run new titles at decent settings
Overall does the PC that my brother has is fine except the Graphics Card?

You did not post any information except for the graphics card.
Well I'm assuming his power supply is a shitter anyway so best not making it stress even more then it has to, also assuming it's a crap pre-built. So yeah I think a cheapest option will be fine. Honestly though you might just want to get the cheaper GPU now and then start at looking to save up for a new rig.
Alright, I am thinking of getting a new rig and I am wondering how much would a good pc cost and I could start saving money. A good PC rig that can maybe run DayZ and other good games such as CS:GO. I would say that a pc wouldn't go over the cost of £500-600.

Sorry for double post
@Kiwi - Whilst I've been trying to find a new gaming rig, I found this cheap gaming rig. - http://www.ebay.co.uk/itm/ULTRA-FAST-Quad-Core-8GB-1TB-Desktop-Gaming-PC-Computer-4-2Ghz-AMD-HD-/191025096255?pt=UK_Computing_DesktopPCs&hash=item2c79fba63f Any positive/negative comments about this rig? well its cheap but its missing some parts that I already have on me.
It's much much much slower and screams rice and bad mate. Single core performance which is still key to some games will be really really bad. Multi-core games would be ok but CSGO isn't going to run well on this and nor is DayZ.
It also has no OS installed.
